Srinagar, March 30, CNS: Vigilance Organization registered a case against accused persons namely Ajaz Hussain Sahaf, the then Executive Engineer Irrigation Division Sumbal Sonawari, Mohammad Ramzan Genaie the then Head Clerk Irrigation Division Sumbal Sonawari, Tariq Ahmad Khan Sr. Assistant the then Establishment Clerk Irrigation Division Sumbal Sonawari, and Nisar Ahmad Itoo (beneficiary) into the allegations of illegal regularization of said temporarily engaged orderly/beneficiary. The accused under a well knit conspiracy hatched among themselves have illegally regularized the temporary engaged beneficiary as permanent Orderly by preparing / attesting his service book and have drawn full salary in his favour as that of a regular permanent Orderly since 01/2009 thereby conferring wrongful gain in his favour by way of abuse of their official positions against corresponding wrongful loss to the state exchequer.
The organization also registered a case against the accused persons Abdul Rashid Dar the then BMO Kulgam (now retired), Mohammad Ashraf Parray the then Sr. Assistant presently posted in BMO Office Qazigund and Mukhtiyar Ahmad Khan the then Nursing Orderly, functioning as Assistant Cashier in the office of BMO Kulgam. Accused Nos. 1 & 2 are already arrested in Case FIR No.29/2012 P/S VOK and No.3 Mukhtiyar Ahmad Khan has been arrested today on 30-3- 2017 in the instant case for dishonestly and fraudulently transferring / facilitating withdrawals to the tune of Rs.56,76,198/- through several beneficiaries. The investigation of the instant case has been taken-up.
Meanwhile, it also filed a case Dr.Nutan Kumar Resutra then Principal Govt Degree College Udhampur on the basis of a verification conducted into the allegations that during his posting as Principal in the said college in the year 2010-12 he spent more than Rs.10 lacs on renovation of his quarter in Udhampur College Campus which otherwise falls under the purview of PWD (R&B) as PWD charges rent of all the quarters located inside the College campus on monthly basis. The said Principal floated quotation for different types of works which were purely technical in nature. Instead of executing the work through PWD (R&B). He by misusing his official position, charged higher rates for the different types of works and spent 23.13 lacs on 32 minor works which were executed departmentally on the basis of quotations. The comparative statements were certified by the committee members in a mechanical manner without any survey or application of mind. Neither the technical sanctions/estimates were obtained nor the bills/vouchers were technically verified. In addition to this, the mandatory service tax has not been deducted from the payments made to the contractors at different occasions. After the allotment of the works to the contractors, the CDRs were not obtained and PWD (R&B) was not consulted for the technical guidance. A loss to the tune of Rs.3.01,453/- on account of excess payment and non deduction of the tax has been caused to the state exchequer. The investigation of the case is going on.
