    CHIEF MINISTER’S GRIEVANCE CELL

    Srinagar, Feb 12:Contradicting the tall claims of JK government about public grievance redressal system, only 36.7 percent cases have been disposed off in the past two years by different government departments registered in Chief Minister’s Grievance Cell.
    As per the official figures of General Administration Department (GAD) as many as 6261 cases of public grievances were received by the various government departments in 2015 and 2016 of which only 2298 were disposed off.
    The Chief Ministers Grievance Cell was set up in 2009 by the then Chief Minister Omar Abdullah for redressal of public grievances in government departments under proper file monitoring system.
    During the past two years in PDP led coalition government, the school education department as per the official records received 767 cases of public grievances out of which none of the complaints were disposed off by the department.
    Similarly Housing and Urban Development (HUD) department received around 728 grievances of however the department is yet to dispose of the cases thus delaying justice to the general masses.

    Interestingly, the Chief Minister Mehbooba Mufti who also heads the GAD department, in a written reply informed the Lower House during the last Budget session said that public functionaries were instructed for the redressal of the public grievances.
    “Besides, a system of effective grievance redressal is also functional at the Block/District level as well,” CM Mehbooba in a written reply informed the House.
    The official documents state that 638 cases of public grievance were received by Animal Husbandry Department of which only 187 cases were disposed till December 2016.
    J&K Home department headed b the Chief Minister Mehbooba Mufti received 541 cases- 280 in 2015 and 261 in 2016 however none of these grievance have been disposed off by the department till date..
    Public Health and Engineering (PHE) department has received the highest 1203 cases of public grievances of which 1170 have been disposed off.
    During the past two years Power Development Department (PDD) received 152- 54 in 2015 and 98 in 2016 however none of the grievances has been disposed off by the department. Rural Development Department (RDD) has received 264 cases- 234 in 2015 and 30 in 2016 the department has not disposed off any of the public grievance in the two years. Nearly 207 cases were received by Social Welfare department of which none has been disposed off.
    Only a few departments have shown satisfactory performance in redressing the grievances. Public Works Department (PWD) received 482 cases- 248 in 2015 and 234 in 2016 of which 457 have been disposed off by the department. Transport department has disposed of 317 cases of public grievance out of 321 cases received during the year 2015 and 2016.
    As per the official documents, the government has brought eighty services in the ambit of Public Service Guarantee Act wherein it has been made mandatory for the Government functionaries to provide the services to the people “within a time bound manner.”
    “As a failure to do the same would result into imposition of penalties. All the administrative secretaries have been directed to furnish monthly reports on the implementation of the PSGA in their departments,” reads the document.
