JAMMU, June 16: Bharatiya Janata Party (BJP) J&K Executive Member Raman Suri today asked UT Government to gear up its administration in issuing domicile certificates because soon these certificates will be required by everyone, including students who are seeking admissions in various institutions or have to fill up forms for recruitment.
Raman Suri said that in wake of COVID-19 pandemic, most of the staff is working round the clock on different jobs like receiving travellers, lodging them, getting them tested and also managing other administrative affairs linked to COVID-19 crisis. However, officials especially designated for issuing domicile certificates must be asked to start entertaining applications and their forms should also be made available online.
Raman Suri said that the UT of J&K is in the process of adopting all Central laws in their letter and spirit post abrogation of Article 370. The new Domicile Rules of J&K have provided a new way of life to the people. Now, even a non-PRC holder, who has resided in J&K for 15 years or has studied for a period of 7 years and appeared in Class 10th/12th examination in J&K’s educational institution or who is registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants), can apply for Domicile Certificate and become a Domicile Certificate holder, and hence, can buy property or apply for jobs in the UT of J&K.
Raman Suri said, with the new rules, Domicile Certificate has become the most essential document for residents of J&K. It should be beautifully designed by the authorities as the new Domicile Rule will lead J&K to new heights. So, the process of application and issuance of these cerfificates should be made a priority, with a focus on efficiency and transparency. Atleast applications of those, who are ready to submit their PRC and get the domicile certificates issued within 15 days, should be entertained at the earliest in the first phase.
He also said that people are finding it difficult to find application forms and the contact details of the officials concerned. Although, he added, the Deputy Commissioner offices of all districts are doing a commendable job of managing the pandemic affairs, but the special officers who have been appointed for the purpose of issuing Domicile Certificates should be allowed to entirely focus on the process of issuance of Domicile Certificates as a huge number of certificates have to be issued. He said, a special window should also be opened to issue and collect forms or the entire process should be made online, so that the issuance of domicile certificates is done properly.
